SSL mode is available for postgresql Cloud SQL instances. API Documentation confirms it is not available for MySQL or SQL Server.
Retaining only require_ssl overwrites any ssl mode setting on the instance. ssl_mode is added to allow configuration. If require_ssl and ssl_mode are both set ssl_mode takes precedence.
