For info, rust 1.68.2 is out and took action against the leaked github key.
I got it building locally by changing the version and set the SHA256 to: TERMUX_PKG_SHA256=ce1a115f6aafa912b4622906a92b626354973afa9288e2c7750df4dcf3390fc0

Appears to be working well according to some rust users.

So far upstream issue tracker only returns a few LLVM 16 issues with Rust
Some of which can be reproduced in this PR, example minor build issue: rust-lang/rust#109712

Will merge this by 2023-04-02 12AM UTC+8
