[teraslice 2.12.4-rc0] Revert to base docker image using terafoundation_kafka_connector 1.0.0 and node 22.9.0 for testing

This PR makes the following changes:

• bump teraslice from 2.12.3 to 2.12.4-rc0
• pin the base docker image to node-base:22.9.0 in the Dockerfile
  • terafoundation_kafka_connector v1.0.0
  • node-rdkafka v3.1.1
  • librdkafka v2.5.3
  • node v22.9.0
• temporarily disable node 18 e2e tests, as the Dockerfile only creates a node 22 image

** NOTE: ** When testing is finished the Dockerfile and test workflow changes must be reverted
