Description:
Adds a minimal setup for performing k6 tests, intended to be expanded going forward to test various changes during things like switchover and updates.
Out of Scope
These tests aren't intended to be part of
test-allat this time. Most all APIs are tested via the integration tests with playwright/cypress.
