Added experimental support for limiting ("capping") FPS to a max value.

⚠️ This appears to be a testing setting and may be removed from the game at any time by Saber! ⚠️

How to cap FPS: create a shortcut to qclauncher.exe and add -maxfps=125 to the shortcut. You can use a value different from 125, this is just an example:
