chore: various repo improvements and optimizations

There are still a few items in progress and needing cleaning, but I think this branch is at a point to come back into develop.

• Upgraded to new Axum major version
• Started using moonrepo
• Removed/optimized a few really poor performing React hooks
  • A couple of really nasty infinite render zustand issues 😩
• Added ESLint
• Various reorganization
• Added a few routes that support cursor pagination
• Added foundation for cool filter system
  • Leaving mostly as-is for now, will allow for cool user queries via HTTP API
• Naive media updating during scan (really naive)
