PR adds the bare minimum for creating and deleting users in the UI. When deleting, there is the option for a hard delete (i.e. they get wiped from the DB). By default, deletes are soft. After this, I probably won't focus too much on the users table and other miscellaneous user management functions until other areas of Stump are more completed.
I also added a cute splash screen html page to the desktop app
