EVS encoder and decoder for Go

This Go package implements a EVS for Go. evs_encoder and evs_decoder is core file for API function.

evs_encoder_test and evs_decoder_test is the unit test sample

Currently EVSGoAPI based fix_point c source 26442-cc0_d70_e30_f10-ANSI-C_source_code.
used cgo to build it
support real phone evs payload msg to decode and endcode it
