Alternative approach to #597
Logs the number of times an edit has been updated, and adds a configurable limit. Default is 1 time, but something like 3 is probably sufficient.
Also adds vote resetting whenever an edit is updated. The expiration was already reset on update, so nothing changes on that part.
Resolves #593
