Debug ignores breakpoints, if there's no ASCII characters in a file path #1484

What steps will reproduce the problem?

  1. Create a python script in non ASCII folder (f.e. C:\Привет\script.py
    1. Set breakpoints
    2. Run debug, continue What is the expected output? What do you see instead? Stopping at breakpoints What version of the product are you using? On what operating system? 2.2.0

Please provide any additional information below

- This error was present only in Python 2
- It was introduced while trying to fix issue #1484
