Python: default to Python 3.8 #17798

Both Anaconda and Homebrew now default to Python 3.8, so Spack should follow suit. Once Python 3.9 is releases, we will lock the preferred version to the newest version of Python 3.8.

This PR is currently held up by #14102. Until Spack reliably runs with Python 3.8, we'll have to continue building 3.7 by default.
