Description

Added new API decommission_all_datapaths() for CMIS compliant modules

Motivation and Context

There are modules that come with default application and while switching from default 1x800G to 4x200G, the module may reject the new configuration

How Has This Been Tested?

Validated 4x200G mode on Coherent 800G DR8 module
