Why I did it
I found a wrong index in Mellanox-SN3800-D28C50 SKU, so I fixed it.
How I did it
I changed the index to the correct value.
How to verify it
Fix the SKU as Mellanox-SN3800-D28C50 in config_db.json and reload the config, the specified port etp39 should come up.
