Removed unused bootargs ( mtdparts & otherbootargs ) from platform.conf for marvell arm64. Sonic already provides a way to pass extra command line arguments through "ONIE_PLATFORM_EXTRA_CMDLINE_LINUX". Signed-off-by: Parthiv Shah <parthiv@marvell.com>

Why I did it
Removed unused bootargs ( mtdparts & otherbootargs ) from platform.conf for marvell arm64.
