Revert SSHD config change. (#12729)

Revert SSHD config change.

#### Why I did it
Some test case and code may impact by SSHD config change.


#### How I did it
Revert following change in build_debian.sh script:
ClientAliveInterval change back to 900.
MaxAuthTries change back to default value.
Banner change to disabled.

#### How to verify it
Pass all E2E test case.
