Added CentOS 7 compilation and tests.

Additionally:

  • The CI was taking a bit too long, so parallelized all the possible workflows.
  • Upgraded GitHub Actions tooling
  • Move lint and link checks to PR only
  • Remove duplicate checks by running the same CI both on pushes and PRs
