Update version numbers on releases

1. Update hawc application version to 2023.1 to reflect upcoming 2023-Q1 release
2. Update hawc-client version to 2023.2

In addition to minting versions, fixed a number of bugs related to automated scan tools:

• fix build and deployment environment
• fix bug in AssessmentValues report (and added test)
• fix bug in downloads page for literature-only projects
• fix bug in using removed $(document).on('ready', ...)
• fix bug in broken APIs with assessment_filter_args
• fix bugs lit.RefUploadExcel view and forms
• add paginator to summary table
• remove custom animal.EndpointTags view in favor of using standard endpoint list view
• remove unused parent_model from AssessmentEditViewset
• change default ordering of assessments to be year descending
• replace https://hawcprd.epa.gov with https://hawc.epa.gov
• catch errors with invalid data in autocomplete fields
