The portable build should be the same as the installer + the redists.
First shot, some redists crept back into the Libpack.
The doc's haven't changed since 0.19.0
The Libpack is the exact version used

Portable FreeCAD for WIN EXPERIMENTAL

Download and extract the .7z
Start FreeCAD using the FreeCAD.bat file located in the bin directory.
A FreeCAD directory, sibling to bin, will be created that is used instead of %AppData%/FreeCAD
