This PR updates the default base URL to localhost:8080.
The change aligns with the following description in the README and deployed servers:

  configURL: "http://localhost:8080/fedcm.json",

Additionally, this PR introduces an option to set the base URL via an environment variable.
(If this option is unnecessary, I can remove it.)
