Follows on from #87863 (comment)
This splits
CommandEnv
into Unix and Windows implementations (as well as one for "unsupported"). This will allow the implementations to further diverge in the future. It essentially reverts #87863 for Unixes. The Windows implementation has also been trimmed down to only code that's used for Windows.This PR also removes the
apply
function from the Unix implementation. I could not find it being used anywhere in std after grepping.r? @m-ou-se
