Based on our existing 15.3 to 15.4 distribution update How-to. Includes version revisions, and the addition of the OpenH264 repo. Additionally we now specify a minimum Rockstor version prior to embarking on this distribution update.

Following on from our prior PR: #437 we are missing a 15.4 to 15.5 equivalent. This should be completed near the time of our next stable release rpm for 15.5 & 15.6. N.B. we now include, via our installers, an open H264 associated repo (repo-openh264): following the same upstream Leap repo addition.

The doc addition proposed by this issue should similarly add this repo to be in concert with installs resulting from our more recent installers.
And should account for a DB migration requirement identified in testing channel rpm 5.0.6-0: establish Postgres database format upgrade #2780EDIT: strikethrough issue resolved via rpm dependency & %posttrans scriptlet modifications introduced in 5.0.7-0 via 'Establish Postgres database format upgrade ...' by @phillxnet in rockstor/rockstor-core#2787And for the additional Tailscale repository to be added to our pending 15.5 installers: "Pre-install Tailscale" rockstor/rockstor-installer#142EDIT: since removed in: rockstor/rockstor-installer#173Once we have our proposed Tailscale install doc (see: The requirements for the Tailscale service are not described #471) We might consider linking to that doc from this howto.
