nut config page broken #1094

In 3.8-10.16 the nut config page (via spanner) is unresponsive.

Suspect recent template changes.
I am looking into this issue now as currently also looking into #1073 which is nut related.

typo in configure_services that broke nut config page rockstor#1073

Not this also helps issue rockstor#1094 opened to isolate the config
page issue.

There is more than just the typo wrong here but the config page now appears but does not reflect the current config correctly. I will continue to diagnose.
