First download omni-9.0 tree and sync the sources:
repo init --depth=1 -u git://github.com/minimal-manifest-twrp/platform_manifest_twrp_omni.git -b twrp-9.0
repo sync -c --no-tags --no-clone-bundle -j$(nproc --all)
Then clone the device tree and it's dependencies:
git clone https://github.com/resident-nokia/android_device_nokia_NB1T-TWRP device/nokia/NB1
git clone -b android-9.0 https://github.com/TeamWin/android_device_qcom_twrp-common device/qcom/twrp-common
Finally build the recovery image:

export ALLOW_MISSING_DEPENDENCIES=true
export LC_ALL=C
lunch omni_NB1-eng
mka -j$(nproc --all) recoveryimage
To test it:
fastboot flash:raw boot $OUT/recovery.img
