Use directory named babel plugin

A bunch of our tooling relies on the directory named webpack plugin, right now the way that ESLint is configured to resolve modules relies on babel, and unfortunately we can't resolve directory-named modules.

• Fork it from chatterbug
• Convert it to typescript
• Add tests
• Add to babel configuration
• Remove directory named from webpack
