What does this PR do?
This dependency allows schedule_utils filter plugins to accurately calculate timezones and check if a timezone (e.g. "America/New_York") is valid before attempting to create an RRULE with TZID.
How should this be tested?
An automated test is enabled on this repo to check the Pipfile and Pipfile.lock are valid
