[Data] Clarify warning for reading old Parquet data #47049

Why are these changes needed?

If you try to read Parquet data written with older versions of Ray, you might get a warning instructing you to set RAY_DATA_AUTOLOAD_PYEXTENSIONTYPE. This PR changes the message to emphasize that the environment variable needs to be set on all nodes and not just the head node.
