Getting some PRs from the community now which is great.

We should post some contribution guidelines. Tips on rangle-flow, CI, etc.

Might be able to recycle from other open Rangle projects?

Actual guidelines can live in rangle-starter/README.md with links in the other repos.

We can also put issue and PR templates in a .github folder: https://github.com/blog/2111-issue-and-pull-request-templates
