Nightly builds are only failing due to ghcr.io sync issues I think. It only fails sporadically pulling the toolkit image which was pushed just in the previous job. While I agree there is no need to rebuild the OS I don't think this will solve the sporadic failures we are seeing in nightly job.

This part of the job fails due to missing
writepackages permission.Instead of fixing it, I think it can be removed since we don't care about rebuilding the OS images every night.
