This PR makes sure that the mountpoints of persistent paths that are not persisted under
/runinclude the/sysrootprefix.I was moving the persistent partition away from
/run(e.g./var) and I realized the mount action was creating the<mountpoint>/.state/<path>folders without the/sysrootprefix.
