[dev-v2.10] rancher-monitoring 105.1.4+up61.3.2-rancher.1 create

This chart is identical to 105.1.3+up61.3.2 except for 2 main fixes:

• it now pulls from our ob-team-charts upstream,
• it has the correct upstream-version annotation

For those reasons that is why we skipped an RC for this version currently. Any subsequent changes to this chart should either: a) increment the minor/patch and release 2 versions, or b) remove this version later and properly RC the version with changes.

Validation steps

• Ensure all container images have repository and tag on the same level to ensure that all container images are included in rancher-images.txt which are used by airgap customers.
