replace old color picker component

The sirepo-plotting.js ColorPicker component is only used by warpvnd, and should be replaced with a html color input, similar to cloudmc. Color should be a standard field type, add the handler to sirepo-component.js. When fixed in warpvnd, remove the old ColorPicker definition.
