We need to clarify how @zakkak wants to label them.

Another option would be to restrict it to the title.

This PR doesn't fix the issue as the mandrel team would still get notified even though the label won't be added. I think now that we have https://github.com/quarkusio/quarkus/blob/main/.github/ISSUE_TEMPLATE/bug_report_native.yml we can completely remove the mandrel rule and enhance the native-image rule.

Using mandrel does not mean that the issue lies in the native image feature
