- This should be more in line with how custom JSON parameters behave
- Attempting to populate the cookbook nodes is messy, and not needed for setup or configure. Simpler to look up each value during deployment.

Populating parameters has slightly different syntax depending on whether it's custom JSON or Parameter Store. Simpler to just look up from Parameter Store during deployment.
