fix: fix compilation stuck bug caused by elimination exception

Description

In some cases with exception , the compilation process stuck. The reason is that torch::jit::EliminateExceptions() pass conflict with EliminateCommonSubexpression() pass.
This could be resolved by changing the execution order for now.
