Compare/contrast these two official releases:

C:\> python3.11
Python 3.11.0 (main, Oct 24 2022, 18:26:48) [MSC v.1933 64 bit (AMD64)] on win32
Type "help", "copyright", "credits" or "license" for more information.
>>> import sys
>>> sys._git
('CPython', '', '')
>>> ^Z

C:\> python3.10
Python 3.10.8 (tags/v3.10.8:aaaf517, Oct 11 2022, 16:50:30) [MSC v.1933 64 bit (AMD64)] on win32
Type "help", "copyright", "credits" or "license" for more information.
>>> import sys
>>> sys._git
('CPython', 'tags/v3.10.8', 'aaaf517')

Something broke in the build to not capture git information correctly.

Looking at the build logs, the git commands captured the information correctly, so it's probably in the preprocessor substitutions.
