Improve the Schedule date box

Can we just make a few tweaks? We can make the box more like this:

• Label on the top of the column: Default Date

• Text: This is the default publish date for posts moving to the Scheduled status.

• Add a little right margin the box
  

• Could we add some design to the Time / Hour / Minute box?

• Can the date setting change after refreshing the screen?
