Desired behavior.

The Moderators group convened last week to review the features available for moderators reviewing spam.
Based on that conversation, @bronwen9 and I have the following feature request:

On the “https://publiclab.org/spam” link to “active users” that goes to /people --> update the view shown to moderators/admins to display who has been marked as a spammer.

This would update the current (confusing) view shown to those with a moderator/admin role where all people -- including those already marked as spammers -- are shown -- but without notation that they have been already marked as spammers.
