Introduce support for `StableContainer` so that it can be used in drafts for `ethereum/consensus-specs`. Marked as 'under review', and as such is subject to change.

@protolambda I think the implementation quality of the additional types is now comparable to the other ones now. Would appreciate a review on this. Needing a Remerkleable release as well so that it can be integrated into ethereum/consensus-specs. The underlying EIP-7495 is still under review and subject to change, but the functionality has been stable for a while now. |
