- Run gn build during installapi so TAPI can see project headers
- Use default DEBUG_INFORMATION_FORMAT (dwarf-with-dsym)
- Move miscellaneous settings up to project level
This ensures on-device debugging actually works properly.
... where applicable, instead of overriding settings per target.
