These are just dummies for now (they don't yet point to anything).

The planned new structure for the site is:

- Learn
  - Header Bidding 101
  - What is Header Bidding?
  - What is Prebid?
  - How Prebid Works
  - Case Studies New Content
- Offerings
  - Display
  - Video
  - Mobile
  - Server-to-Server (S2S) New Content
  - Native
  - AMP
  - Header Bidding Tools
  - Prebid Expert New Content
- Docs & Support
  - Docs by Format
  - Docs by Ad Server
  - Tutorials
  - Stuck or Have Questions?
- About
  - Blog
  - Release Notes
  - Code of Conduct
  - Available Partners
  - Add an Adaptor
Including:

- Different nav structure
- A new 2nd level of dropdowns
Usually I dislike using webfonts, but the site is already loading GA and
some other webby things so ¯\_(ツ)_/¯
In progress - some information is TBD.

Also in this commit:

- Updates to `_config.yml` to add a 'Prebid Server' section on the dev
  docs page

- Add 'Prebid Server' to the nav

- Add links to the dropdown to add back the ability to navigate directly
to Ad Ops or Dev docs (probably a common use case)
Specifically:

- Break out the "update your site" and "configure bidder adapters" steps

- Add links to the new Prebid Server signup page, remove FIXMEs

- Add link to the Prebid Server repo
Specifically:

- 'Downloads' move to 'Tools & Analytics'

- 'Support & Downloads' is just 'Support'

- Add link to troubleshooting guide

- Add link to #headerbidding Slack channel

- Remove link to 'Professional Services...'
Also, link to it from the top nav.
...including links from the nav
