Adds settings to Settings -> Sleek to display various notices on the site.

Add a "Cookie Consent" message to the site. Also adds a textarea to Settings -> Sleek to customize the message.

Add an "Outdated Browser" warning to the site. Also adds a textarea to Settings -> Sleek to customize the warning.
