Description
This adds the Switchboard profile IDs to the email, saving one step on the backend.
It also wraps the DB writes in a transaction.
Motivation and Context
This saves the step of looking up which Switchboard profiles need to be decommissioned based on the organization ID.

This has been tested locally.
