*: remove TSOToRoughTime function

Problem Summary: Use oracle.GetTimeFromTS instead of util.TSOToRoughTime, they have the same implementation.

  The result for oracle.GetTimeFromTS(uint64(n.UpdateTS)).Format(types.TimeFormat) is same as util.TSOToRoughTime(n.UpdateTS).Format(types.TimeFormat).
