Purpose
Add a board_assistants_team admin role for the Board Assistants Team Committee allowing the BAT Committee to:
Make the ability to mark admin post comments as spam separate from the ability to mark other comments as spam (in reality, this only applies to works; logged-in comments cannot be marked as spam, and tags can only have logged-in comments).
