Tallinna Haridusamet's operator:type=ngo -> government

Filing issue because im not fully sure if Tallinna Haridusamet (or Tallinn Education Department) should be classified as government or public organization, but it most certainly is not NGO. Link to location in JSON:

That error's on me. I relied purely on the Wikidata page for information as a non-Estonian speaker, and the page was vague about what the entity actually was. I've updated the Wikidata page accordingly, and changed the operator:type to public. "Government" might be the more correct value, but for now, "public" at least ensures that the next NSI release won't have the tag set to "ngo". Apologies.
