• Let's add it to the https://autowarefoundation.github.io/autoware-documentation/main/contributing/pull-request-guidelines/ to not put code that downloads things from internet.
• Let's go with option 3.
• Can we check if the code downloads something from internet?
• We want to disable downloading data from internet in order for packages to compile or run correctly.
• We'll announce it to the community and take feedback from them.
• Announce it in the Perception & Sensing WG.
