we bump kustomize to 4.5.1 and other cli in k8s image, and bosh cli in all images using it.
we bump cf cli to 8.3.0. Cf cli 8 is complient with cf-deployment 16.11.0

we also remove 'app-autoscaler-plugin' as we do not use it
