Expected behavior

As an Ops, I expect changes on terraform to be detected.

Observed behavior

When COA update tfstate, changes are not detected by subsequent job triggering, This is a new occurence of #94 introduced by #317 and #318.

Affected release

Reproduced on version 4.3.0
