terraform plan phase should not be recurrent daily, but triggered by secrets update

Is your feature request related to a problem? Please describe.

When applying a terraform, the terraform state is updated. This should immediatly trigger the pipeline update (otherwise the "manual trigger" job stills sees a stable version of terraform-state file, and induces inconsistency)
