Also add symlinks pointing to various files.
Quite a few things here: 1. Turn the runtime collection into an actual collection, allowing multiple runtimes to be passed in. 2. For a runtime to be selected it has to be able to run what's in the blueprint. Currently everything just returns true here. 3. Runtime adaptors now are called to create a builder adaptor to use instead of sharing a reference. 4. Runtimes are now a more central query mechanism for capabilities, they represent 'something' which can run a QPU.
